PRIORITY GOALS

01. EXPANSION OF CONNECTICUT STATE VETERANS CEMETERY

The Connecticut State Veterans Cemetery in Middletown, according to public testimony and the DVA official podcast, “will be out of space and out of capacity…by 2027.”

At the November 2024 Council of Administration meeting, VFWCT Commander Borusiewicz created a temporary Veteran Cemetery Committee and named Charles M. Pickett chairman.

02. DEPARTMENT BYLAW REVISION

WHEREAS, many sections of the 21-page Department of Connecticut Bylaws are redundant, word-for-word excerpts from the VFW National Bylaws; a number of Bylaw mandates have not been followed for years; and Article XVI violates provisions of the National Bylaws Section(s) 515, 615.

UPDATE: April 16, 2025 Bylaw Committee Chairman LeBlanc has released Version 11, addressing concerns from VFW National and PDC Ken Hartline. The proposed revision includes the creation of a Standard Operating Procedure (SOP) document.

July 26, 2024: A revised “2024 VFW Connecticut Bylaw Revision” was referred to the Bylaw committee for review at the first council of administration meeting of the 2024 year.

03. VFW CONNECTICUT FOUNDATION

POST RELIEF: Investigating and potentially establishing an IRS Section 501(c)(3) charitable organization “VFW Connecticut Foundation,” which would offer VFW post assistance including grants for reimbursements to posts for repairs, remodels, or expansions on the post home.

UPDATE: March 23, 2025: Pickett created the VFW Connecticut Foundation Bylaws draft.

04. ENFORCE VFW STANDARDS

STANDARDS: From timely filing of IRS Form 990 to the proper hand salute, we should reinforce administrative, ceremonial, and program standards through education, supervision, and tactful correction at all levels of our volunteer organization.

UPDATE Apr. 19, 2025: The VFWCT Dashboard has greatly improved communication and reaffirmed our commitment to organizational excellence.

UPDATE Nov. 30, 2024: VFWCT went from 22 to 18 posts who have lost their tax-exempt status in a six-month period. Unfortunately, in the past nine years, 30 posts have closed or consolidated in the state of Connecticut and two more may be consolidating.

RESPONSE: Commander Borusiewicz has included 990s as part of his All-State Program. Additionally, the new VFWCT Dashboard is tracking the vital submission of administrative requirements including 990s.

05. COMBAT BENEFIT CLAIM SHARKS

Combat the scourge of benefit claim sharks through state-level legislation.

UPDATE April 20, 2025: Substitute House Bill No. 6874 recieved a joint favorable report.

“Charles Pickett Sr., Vice Commander, VFW Department of Connecticut: Mr. Pickett expressed his support for this bill and requested that the committee do not add any amendments to it. He explained what claim sharks are and stated his belief that Connecticut veterans and their benefits are not commodities. He also warned that claim sharks could potentially offer amendments that would neuter the language of this bill.”

06. America 250 Connecticut Veterans Coalition

UPDATE April 20, 2025: The joint America 250 Connecticut Veterans Coalition was created, a joint VFW and American Legion campaign to coordinate and develop America 250th anniversary programs in the veteran community in Conecticut.

RENEW PARTNERSHIPS: Strengthen partnerships with veteran-serving agencies and organizations including the VFW Auxiliary and American Legion.

VETERAN/VFW ISSUES

  • VETERANS APPRECIATE CONNECTICUT:  Work to make Connecticut an increasingly attractive state for returning service members, retirees, and their families, that addresses the unique challenges they face when they are done serving, and reverses the migration of veterans leaving or not opting to make Connecticut their home because of a lack of opportunities or the steep cost-of-living.
  • VETERAN ADVOCACY: Foster partnerships between legislators, veterans, and veteran groups while encouraging veteran advocacy [appoint a national and state veteran legislative representative].
  • SUICIDE INTERVENTION: Innovate and reinvest in outreach efforts to combat America’s ongoing veteran suicide epidemic.
  • ORGANIZATIONAL VALUE: Offer real value to Connecticut’s veterans, communities and current service members.

VFW TOPICS

  • ALL-AMERICAN: Lead all levels to strive for and exceed All-American status in programs, administration, and membership growth.
  • VFW STATE FINANCIAL OVERSIGHT: Expressed need for additional transparency in department-level finances and possibly addition of trustees or expanded Finance / audit committee.
  • COMMANDERS CALL: July meeting with all commanders, quartermasters and officers to establish programs and priorities.
  • TRADITIONS: Refresh statewide VFW and Auxiliary social and charitable traditions and opportunities impacted by the COVID-19 Pandemic such as the department color guard and department-organized hospital visits. Identify past events and traditions (Past Commanders Club, etc.).
  • THEMED MONTH FOCUS: With an eye on improving administration, program participation, and membership growth, having focused “themed months” may be one idea to help sharpen priority goals.
    – July: Jump on Programs (annual donations, post commander priority goals, order supplies for year (poppies, pamphlets, blank awards) membership retention and outreach planning)
    – August: Administration August (bonding, insurance, 990 compliance, QM/Adjutant training)
    – September: Scheduling September (Youth & Education programs; Buddy Poppy Distributions schedule; Veterans Day festivities planed)
    – October: Outreach October (103% by Halloween! for two VOD banquet tickets, Buddy Poppy drives, recruiting events, family events)
    – November: Vet-member! (Veterans Day phone calls; inspections)
    – December: Evaluation (is the post on track for goals?)
    – January: Mini-Winter Conference (Saturday officer training; Sunday VOD/PP Award Banquet.)
    – February: February Focus on Leadership Development (nomination committee forms; discussion of post future)
    – March: Resolution March (nominations, resolutions for conventions, bylaws)
    – April: Patriotic Preparations (inventory parade equipment, line up marchers, inspect cemetery flags)

  • VETERAN RELIEF: Better leveraging of existing veteran services through education, promotion, and referrals to programs such as the American Legion Connecticut Soldiers, Sailors, and Marines Fund.
  • REWARD INCREMENTAL GROWTH: Instead of having peaks and valleys in membership numbers, reward posts for incremental and sustained growth.
  • GUIDON: Consider proposal for VFW Department Guidon.

UPDATE April 20, 2025: Instead of purchasing a hospitality room at the 2025 VFW National Convention, VFWCT is planning with Eastern Conference partners for the “Big East Blast” at the VFW Whitehall Memorial Post.

UPDATE: April 20, 2025: The 2025 Uniform Polo is of universal design with \\VFW logo in two colors with CONNECTICUT in the same color as the stripes.

UPDATE April 20, 2025: The second annual VFWCT SOI is back at VFW New Britain but in early September because of the late National Convention.

Aug. 11, 2024 was the department’s first Schools of Instruction.

CONNECTICUT VFW OFFICER TRAINING SEMINAR: Develop department-level officer training events to augment district schools of instruction. Including rituals, inspection job, and minutes. Possibly early July Saturday.

UPDATE April 20, 2025: With the 2025 VFW Connecticut Bylaw Revision headed for adoption at the annual June convention, it calls for the creation of a Standard Operating Procedures (SOP) manual, with detailed descriptions of expectations for appointees. The draft VFWCT SOP is more than 50 pages and a work in progress.

COMPETENT CHAIRMEN: Find and appoint and hold accountable department chairmen who do the job and have detailed descriptions of expectations for them.

UPDATE: April 20, 2024: With the 2025 VFW Connecticut Bylaw Revision, there are now only five standing committees with a staff officer in charge of specific interest areas–increasing accountability and supervision

JULY 20, 2024:

VFW Connecticut moved to an in-house website (https://vfwct.org) from the subscription service.

COMMUNICATIONS: Improve VFWCT webpage, passive information sharing, separation of general email from important communications. Add a calendar function for posts to share social events (community calendar). [Google sheet integrated into website for realtime program reporting; digital submission of activities].

PROGRAM REPORT: Improve activity reporting by posts and cataloging by VFWCT by moving program/audit/administrative reports to Google Sheets and embedding the live documents on the VFWCT.org website.

COMMUNICATION: Better website, making members and posts feel more included.

✅ VFW STATE SERVICE OFFICER

UPDATE: 21NOV2023 VFWCT Commander Richard DiFederico appointed outgoing Adjutant/ Quartermaster Ron Rusco as Service Officer. He has passed 18 courses and is now an accredited service officer.

SERVICE OFFICER: Search, screen, and hire a permanent and competent VFW Connecticut Service Officer for competitive compensation.

As the largest and oldest war veterans service organization in America, the VFW has a long history of supporting service members, veterans, and their families. Arguably, a vital part of that support is the Department Service Officer.

Fortunately, the VFWCT service office (VA Newington, 555 Willard Ave. Newington, CT 06111) is running smoothly with Service Office Claims Consultant Linda Ciccone and temporary Service Officer Richard DiFederico. Both are competent, experienced, and accredited service officers. 

Unfortunately, the Department of Connecticut has not had a permanent service officer for more than four years.

By VFW National Bylaws, the Department Commander appoints the service officer. Ciccone isn’t a veteran and not eligible to hold the position. DiFederico keeps being used as a temporary solution as a quick succession of replacements are hired and leave.

The VFW Department of Connecticut must prioritize and resolve this issue by offering competitive compensation (new state employees start at a minimum of $65,184 and generous benefits) to a competent VFW member. 

For comparison, Massachusetts has one primary service officer who’s office is in the Massachusetts State House and four, part-time and paid, regional service officers for different areas of the state.

✅ REAFFIRM COMMITMENT TO YOUTH PROGRAMS

UPDATE: 29JAN2024 Veterans of Foreign Wars Department of Connecticut Council of Administration voted to double both our national VFW Voice of Democracy and Patriot’s Pen scholarships at the Monday, January 29, 2024 meeting, reaffirming our department’s commitment to these core VFW youth and education programs.

YOUTH PROGRAMS: Reaffirm our department’s commitment to core VFW youth and education programs by increasing scholarship awards at the state and national levels.

VOD: Connecticut has been consistently ranked one of the richest states in America. However, it has one of the smallest VFW Voice of Democracy scholarships at $1,000. It would cost $25,000 one time to increase the award to $2,000 and place the “Department of Connecticut and Auxiliary Scholarship” in the top third of awards.

PATRIOT’S PEN: There are three, $500 awards from Connecticut including: the Mary Margaret Romano Memorial (Department of Connecticut) Award; the Department of Connecticut and Auxiliary Award; and the $500 Edward S. Banas, Sr. Award.

SALES TAX EXEMPTION: Seek to make IRS Section 501 (c)(19) veteran service organizations exempt from state sales tax.

UPDATE April 20, 2025: After Feb. 26, 2025 public hearing including submitted written testimony, bill was not approved (held) by committee.

❌ VFW LICENSE PLATE

UPDATE: July 26, 2024

A VFW Special License Plate Committee was formed by former Commander Richard D’Federico to investigate and possibly create a new special VFW license plate in Connecticut.

Unfortunately, after six-months of seeking interested comrades to subscribe to a mailing list, interest was not sufficient and the committee made their final report and shelved the project.

❌ MULTI-YEAR OFFICER TERMS

UPDATE April 20, 2025: In the wake of the 2025 SVC Training, the leadership structure of the VFW lends to one-year terms. Instead, Departments should develop a gradual-increase-of-responsibility model where the JVC and SVC gain increasingly more responsibility and see the job as a three-year committment.

Improve continuity and competition for department-level officer positions by reducing the top positions to two and increasing terms from one year to two years (submitted).

❌ NATIONAL CEMETERY

In interviews, Connecticut veterans largely support the Connecticut DVA cemetery system over a national one. Additionally, the Calverton National Cemetery covers all but the far northern corners of Connecticut within the VA-policy of 75-miles.

NATIONAL VETERAN CEMETERY (https://www.cem.va.gov/find-cemetery/state.asp?STATE=CT): Connecticut does not have any VA national cemeteries. However, it has three veterans cemeteries that are operated and maintained by the state (Connecticut State Veterans Cemetery, Middletown; Colonel Raymond F. Gates Memorial Cemetery, Rocky Hill; Spring Grove Veterans Cemetery, Darien (Closed)). The nearest open VA National Cemetery (has space available to accommodate casketed and cremated remains) is Calverton National Cemetery on Long Island (53 miles from New Haven) and then the Massachusetts National Cemetery in Bourne, MA (165 miles). [Maine has Acadia National Cemetery. There are no open VA National Cemeteries in New Hampshire, Rhode Island or Vermont.]

❌ CONVENTION CONSOLIDATON

UPDATE: As of Nov. 2024, there has been no expressed interest in reducing the Department from three days to two days.

RESTRUCTURE & REDUCE: Reduce the annual department convention in June from three days to two.

There was a lot of dead time on the Saturday of the 2023 VFW Department of Connecticut Annual Convention, suggesting the event can be consolidated to save time and money–while still having less unoccupied time for extended sessions.
